IMC involves collaborative tax collection efforts among multiple municipalities and promotes the aggregation of tax collection resources and expertise, improving tax enforcement. Using the time variation in IMC creation across municipalities, we show that IMC substantially reduces the tax gap by reinforcing tax enforcement in local governments. Our findings suggest that enhanced administrative capability in tax enforcement can be an effective tool against noncompliance in ways other than facilitating voluntary compliance.

Shiko Maruyama （論文）

McGinn, Eamon, Shiko Maruyama (2025) “Why Waste Your Vote? Between 2004 and 2016, 32 percent of electorates reported more informal votes than votes in the margin between the winner and runner-up. Using exogenous changes in electorate boundaries, we test two hypotheses from the literature. We find the pivotal voter theory unsupported, except that better-educated voters respond to the margin more strategically. However, we do find that more candidates cause more informal votes. This choice-overload effect is observed regardless of voters’ education, indicating the role of time and effort cost rather than cognitive difficulty.

https://www.takushoku-kaiken.net/journal/index.html

Wakako Maekawa（著書）

Chapter Title：Renewable Energy, Development, and Peace: Does Renewable Energy Have Pacifying Effects on Civil Wars?, Green Energy Investments and Economic Development, Edited by Ramesh Chandra Das, Published July 24, 2025 by Palgrave Macmillan
https://link.springer.com/chapter/10.1007/978-981-96-6166-4_11

Abstract: Many countries have begun investing in green energy as an intervention to enable sustainable development and adapt to climate change. This shift, including donor-led intervention, is also occurring in conflict-prone regions, prompting the following question: does renewable energy have pacifying effects on civil war? This study investigates the effect of renewable energy on civil war occurrence by unpacking its direct and indirect mechanisms. It argues that renewable energy does not necessarily reduce civil wars directly because, despite wider accessibility to profits compared to traditional resources, which reduces individual motivation to fight for earning purposes, the availability of profits enhances the feasibility of rebellion by securing funds. Accessibility to electricity also enhances the feasibility of rebellion by enabling potential insurgents to overcome operational challenges at nighttime when insurgents normally come out. It facilitates gathering and loading weapons in places such as mountainous terrain where traditionally electricity access had been weak. Instead of direct mechanism, renewable energy indirectly reduces civil wars by boosting economic development and democratization. Using renewable energy data for 160 countries from 1991 to 2016, the empirical analysis showed that renewable energy decreases the number of active rebel groups and civil wars. However, a mediation analysis revealed that this effect occurs through the indirect mechanism of economic development but not through democratization. These findings imply that green energy investment that is compatible with economic development is crucial for peace.

https://www.nikkei.com/article/DGXZQOUF0489B0U5A800C2000000/

[8,12
