Exploiting discontinuous increases in quotas based on firm size, this paper examines the effect of the disability employment quota-based regulation system. The results show that quotas increase the number of workers with disabilities. Each additional worker in the quota requirement increases 0.7 additional persons with disabilities employed. Furthermore, even in areas with low job opening rates, quotas promote disability employment.
