However, this argument focuses solely on a state\u2019s capacity, overlooking potential shifts in its willingness to improve. Using recommendation data from the Universal Periodic Review (UPR), I analyze how human rights sanctions influence target states\u2019 attitudes toward human rights. The results indicate that both currently sanctioned states and those with a record of such sanctions significantly improve their acceptance rates of human rights recommendations. Specifically, sanctioned states tend to accept lower-cost recommendations to appeal to the international community.
