Title: “Digital Diplomacy of the Economic Community of West African States: Defending Legitimacy amid Sahel Crisis”

Abstract: Escalating violence by extremist groups was used as one of the justifications for military coups in Mali, Burkina Faso, and Niger. Despite the dire security challenges these countries face, the military takeovers prompted the Economic Community of West African States (ECOWAS) to impose economic sanctions on these countries. However, the sanctions backfired, leading to the formation of the Alliance of Sahel States (AES) and its state members’ withdrawal from ECOWAS in 2025. This development challenges ECOWAS’s legitimacy, raising critical questions about its response to extremist groups’ violence and unconstitutional changes. In the current digital era, social media could be one means for ECOWAS to defend its legitimacy amid this diplomatic crisis.
This study examines ECOWAS’s digital diplomacy, specifically its use of social media to defend its legitimacy and manage its relations with AES. The research uses a mixed-methods approach, gathering posts from the Facebook account of ECOWAS and conducting interviews. It is thought that international organizations could enhance their perceived legitimacy through social media by adopting a dialogic communication model. However, my study found that ECOWAS did not effectively leverage these tools to foster dialogue and build relationships with its online followers.
The findings underscore the need for international organizations in Africa and globally to adopt more proactive digital engagement strategies with their citizens to improve their perceived legitimacy.
