「日本周辺の海峡と外国潜水艦の通航」
奥脇直也・坂元茂樹編『海上保安法制の現状と展開―多様化する海上保安任務』(有斐閣、2023年)36-50頁

概要:日本周辺の海峡(日本が沿岸国である海峡)を外国潜水艦が日本にとって有害な態様で航行する場合に、それに対して日本が何をできるかを検討した。具体的には、①通過通航権が適用される海峡の基準(「国際航行に使用されている海峡)および②沿岸国の権限の内容について問題となる解釈論上の論点について検討した。

“Does Withdrawal of Troops After Military Intervention Reduce Rebel Groups?”

Abstract:How does the withdrawal of troops after a military intervention supporting the government affect the number of rebel groups in the long term? This study argues that the withdrawal of foreign support for the government affects the number of rebels by directly provoking a nationalist backlash in the short term and threatening government legitimacy in the long term. Whether or not nationalism is provoked and whether legitimacy is enhanced or eroded depend on whether or not it was a humanitarian intervention. If rebels win, the intervention withdrawals also indirectly affect the number of rebel groups in the long term through the militias’ presence. Using interrupted time-series estimates between 1961 and 2005, this study found that humanitarian intervention withdrawals decrease the number of rebel groups in the long term, whereas nonhumanitarian intervention withdrawals promote the growth of militias and increase the number of rebel groups.

概要:信頼性が必要とされる行財政分野においては、AI活用による情報漏洩は、機能の停滞につながりかねない。また、利益を上げることを目的とする民間のAI活用と異なり、価値判断が伴う政策へのAI活用は、工夫が必要となる。これまで以上に、人間の知恵が求められる。

“Public Wash Programs, Long-run Child Development, and Intergenerational Mobility: New Evidence from Rural People’s Republic of China” Asian Development Bank Institute Working Paper

Abstract: By exploiting the differential timing of water plant construction and toilet subsidy programs across villages in rural China and using a generalized difference-in-differences, we find that each program independently increased years of schooling up to 20 years after its implementation. Effects on education are larger for girls than for boys, and for toilet subsidy programs. Furthermore, we find that the toilet program had larger education effects if it was introduced after the water program. Moreover, the toilet program reduced maternal-child education persistence and improved the upward education mobility of exposed children. The underlying mechanism is children’s health improvement.

Abstract:This paper develops a new method for assigning a value to each job that evaluates the likelihood and speed of promotion from that job to top executive and applies it to personnel data for Japanese bureaucrats. We find that outwardly similar jobs within the same hierarchical rank involve very different opportunities for promotion to top executive. We also reveal frequent real demotions and the early selection of elite bureaucrats unable to be detected through use of hierarchical rank. These findings suggest that assignment to a specific job can be a credible signal for promotion to top management.
