“The Fiscal Common Pool Problem, Municipal Mergers, and Spillovers”

概要：この論文は、自治体の合併前後で起きる、自治体債務の変化を、理論的解明したものである。自治体が合併する際、自治体は、合併後の借金返済が自治体全体でなされることに着目し、事前に借金を増やす可能性がある（fiscal common pool problem）。最適な借金レベルに対し、借金がどのくらい拡大するのか、また、地域間のスピルオーバーがその程度にどのように影響を与えるのかを明らかにしている。

“Optimal Long-run Inflation Rate in an Open Economy”

Abstract：I analyze the long-run optimal inflation rate in the sticky price model with trend inflation and a two-country, two-good Ricardian trade structure. As in the closed-economy model, price stickiness effectively reduces an industry’s productivity under trend inflation. Contrary to the standard closed-economy models in which the optimal inflation rate is approximately zero, the model implies that the optimal rate is positive under certain conditions. Welfare gains come from manipulations of the terms of trade, and are hence associated with the loss of the trade partner. If the partner counter-acts, the allocation can be worse than what would occur under autarky.

“Sanitation and Work Time: Evidence from the Toilet Revolution in Rural China”

Abstract: This study is the first to empirically investigates the causal effects of sanitation coverage, which is induced by the government-subsided Toilet Revolution in rural China. Using the CHNS data, we employ a difference-in-differences methodology and find that rural households with access to clean flush toilets significantly increase their work time by 0.253–0.431 hours/day, and the effects are more prominent among women than men. As for the mechanism, clean toilets significantly decrease housework related to cleaning the house and raising livestock and poultry, allowing people to reallocate their time and invest more into work, which is more salient for women.

“How does religion affect health in the gold mining industry? Evidence from Nigeria”

Abstract: This study investigates the interaction effects of the environmental factors of mining and religion on health. Using data from the DHS and gold mine geolocation data in Nigeria, the difference-in-differences estimation reveals that living near gold mines increases Muslim women’s probability of infecundity or premature menopause by about 12 percentage points compared to Christian women. By eliminating other possible channels, the results show that the main mechanism appears to be Muslim women being more likely to work in gold mines in their family compounds. Also, the results are robust to the alternative distance cutoffs and a triple-difference approach.

「統計を利用するにあたっての留意点」『日本労働研究雑誌』741号2-5頁（2022）
概要：本稿は日本労働研究雑誌の特集号「労働統計の現在とこれから」の巻頭稿である。初学者に対して、統計を利用する際に注意したい点を、利用前、利用中、利用後に分けて説明している。経済学に限らず広く社会科学で利用される統計データの利用上の注意点について、日本特有の難しさを含めて述べた。なお、この特集では、労働分野の研究でよく使われる統計を紹介し、統計を用いた分析を促すことを目的として、各統計データを利用する利点や注意点が専門家により書かれている。紹介されている統計データには、国勢調査、就業構造基本調査、賃金構造基本統計調査など10の政府統計に加えて、サーベイ調査、パネルデータなど種類別の統計データが含まれている。

「書評 志田淳二郞『米国の冷戦終結外交――ジョージ・Ｈ・Ｗ・ブッシュ政権とドイツ統一』」

概要：立教大学アメリカ研究所のアメリカ学会清水博賞受賞記念研究会（オンライン）での報告に基づく。昨年度、アメリカ学会清水博賞を受賞した志田淳二郞『米国の冷戦終結外交――ジョージ・Ｈ・Ｗ・ブッシュ政権とドイツ統一』（有信堂高文社、2020年）について、ウクライナに対するロシアの軍事侵攻を踏まえ、その背景ともなったと言われる北大西洋条約機構（ＮＡＴＯ）の東方拡大の起源等についての実証的研究である同書の意義を、そのアジア・太平洋地域の国際政治への含意を含めて論じている。

「「ワニの角」生んだ国債、どう返済」『十字路』日本経済新聞（2022年6月9日付夕刊）
概要：新型コロナウイルスにより、政府歳出予算は大きく膨れ上がった。決算は、コロナ前の令和元年度の約109兆円から、令和2年度では、約185兆円に膨れ上がった。公債金発行額は、令和元年度の約37兆円から、約3倍に膨れあがった。歳出と歳入の推移を描いたグラフは「ワニの口」と呼ばれている。「ワニの口」は長引く財政赤字で伸び続けているが、そこに、「ワニの角」が生えた。せめて、その角の返済方法は早く議論すべきだ。国には、地方自治の確保とともに、効果的な支出につながる財政ガバナンスも期待したい。

「夫婦間取引のカギ 妻の「交渉力」は上昇傾向」『週刊東洋経済』第7050号92-93頁（2022）
概要：本稿では、家計内生産により家計生産物が作り出され、家計の厚生が高まるプロセスについて、近年の学術研究の成果をサーベイした。着目したのは「夫婦間の取引」で、取引を左右すると言われる「交渉力」と「交渉決裂時に直面する状況」について、日本の状況についても統計データに基づいて簡単に整理した。日本では近年、僅かながらも妻の交渉力が高まっていること、交渉決裂時に直面する条件も妻よりのものに変わりつつあること、それにより子供のための消費や将来のための消費（貯蓄）が増えていることが紹介された。

「若年層への就業・求職訓練を」『経済教室』日本経済新聞（2022年6月6日付朝刊）
概要：本稿は、若年失業率の高さ、および若年就業率の低さについて、実態と問題点、解決するための施策を述べている。日本だけでなく多くの国に共通している若年失業率の水準が高い事の問題や、それが不況において（他の年齢層より）大幅に高まってしまう問題、非労働力化しやすい問題について統計を示した。これらの問題は、実際に失業した若者本人にとって生涯にわたる深刻な問題となるだけでなく、社会保障費の増大という意味で社会全体の問題であることに言及した上で、これらを解決する方法として、ジョブマッチング機能の向上や、人的資本蓄積の促進の必要性を述べた。
